क़तर की राजधानी दोहा में अफ़ग़ानिस्तान की हुकूमत के प्रतनिधिमण्डल और तालिबान के उच्च स्तर के नेताओं के बीच अफ़ग़ानिस्तान में अमन के हवाले से बातचीत जारी है, दुशम्ब्बे के फ़ौरन बाद हो रही ये बातचीत बेहद अहम् मानी जा रही है, तालिबान इससे पहले एक प्रस्ताव दे चुके हैं कि वो तीन महिने की लिए जंग बंदी के लिए तैयार हैं मगर उनके 7000 क़ैदी रिहा किये जायें साथ ही अफ़ग़ानिस्तान की अशरफ गनी हुकूमत तालिबान के जिन लोगों के खिलाफ प्रतिबन्ध लगे हैं उन्हें ख़त्म करने के लिए संयुक्त राष्ट्र महा सभा में अपनी तरफ से बाद लिख कर दे

तालिबान की पोजीशन बहुत मज़बूत है और आगे के अपने टारगेट को हासिल करने के लिए वो ज़रा भी जल्दी में नहीं हैं, दूसरे कई बड़े,शक्तिशाली देशों का उन्हें भरपूर समर्थन, सहयोग, मदद प्राप्त है

तालिबान की पोजीशन रूस और चीन के समर्थन से बहुत ज़ियादा स्ट्रांग हो गयी है, उन्होंने विश्व की सुपर पॉवर को टिका के पीटा है इस वजह से चीन और रूस बहुत खुश भी हैं, ऐसे में अशरफ गनी की हुकूमत के पास अब कोई ऑप्शन नहीं बचे हैं, अगर अफ़ग़ान हुकूमत अपने रुख पर कायमं रहती है तो एक बड़ा खूनखराबा होने की उम्मीद है, जबकि कोई सुलह हो जाती है तो अमन बहाली के रास्ते आसान हो जायेंगे

दोहा की इस हाई लेवल मीटिंग में अफ़ग़ान हुकूमत के आलावा अफ़ग़ानिस्तान के सभी बड़े कबीलों के सरदार भी शामिल हैं, ख़ास कर पश्तून, हज़ारा कबीलों के प्रतनिधि दोहा में मौजूद हैं

बता दें कि बीती रात तालिबान ने अफ़ग़ान हुकूमत के सहियोगी और बड़े वॉर लार्ड अब्दुल रशीद दोस्तम के महल पर कब्ज़ा कर लिया है, सूत्रों के मुताबिक दोस्तम के अमेरिका और भारत से करीबी मामलात हैं, जानकारी के मुताबिक तालिबान ने ईरान, तज़ाकिस्तान और पाकिस्तान की सरहदों से लगे पॉइंट लोगों के आने जाने के लिए खोल दिए हैं, इन पॉइंट्स पर तालिबान के लोग आम लोगों को खाने पीने की चीज़ें मुफ्त में उपलब्ध करवा रहे हैं

Kabul, Taliban negotiators meet in Qatar as Afghan fighting rages


Several high-ranking officials, including former president Hamid Karzai and former chief executive Abdullah Abdullah, gathered in a luxury hotel on July 17 after morning prayers, and were joined by negotiators from the Taliban’s political office in Doha.

Representatives of the Afghan government and the Taliban met in Doha for talks on July 17, AFP correspondents said, as violence rages in the country with foreign forces almost entirely withdrawn.

The two sides have been meeting on and off for months in the Qatari capital, but the talks have lost momentum as the insurgents have made battlefield gains.

Several high-ranking officials, including former president Hamid Karzai and former chief executive Abdullah Abdullah, gathered in a luxury hotel on July 17 after morning prayers. They were joined by negotiators from the Taliban’s political office in Doha.

“The high level delegation is here to talk to both sides, guide them and support the (government) negotiating team in terms of speeding up the talks and have progress,” said Najia Anwari, the spokeswoman for the Afghan government negotiating team in Doha.

“We expect that it (will) speed the talks and… in a short time, both sides will reach a result and we will witness a durable and dignified peace in Afghanistan,” she told AFP.
‘Ready for dialogue’

The Taliban have capitalised on the last stages of the withdrawal of U.S. and other foreign troops from Afghanistan to launch a series of lightning offensives across the country.

“We are ready for dialogue, for talks and negotiations, and our priority is to solve the problems through dialogue,” Taliban spokesman Muhamad Naeem told the Al Jazeera broadcaster ahead of the July 17 talks.

“The other side must have a true and sincere will to end the problems.”

Talks between the government and the Taliban side led by Mullah Abdul Ghani Baradar began with Koranic recitations, Mr. Naeem tweeted July 17.

Afghan forces clashed July 16 with Taliban fighters in Spin Boldak after launching an operation to retake the key southern border crossing with Pakistan. The Taliban have also tightened their grip in the north, and battled for the stronghold of an infamous warlord. The battle at the southern border follows weeks of intensifying fighting across Afghanistan, with the Taliban pressing multiple offensives and overrunning dozens of districts at a staggering rate.
Taliban onslaught

As fighting raged over large swathes of Afghanistan, a war of words was also heating up between Kabul and Islamabad, after the Afghan Vice President accused the Pakistani military of providing “close air support to Taliban in certain areas”.

Pakistan strongly denied the claim, with a foreign ministry statement saying the country “took necessary measures within its territory to safeguard our own troops and population”.

Islamabad had touted a conference of regional leaders to address the spiralling violence. Instead, it announced it would delay the summit until after the Muslim Eid al-Adha feast, due to start next week at the end of the annual hajj pilgrimage, clearing the way for the Doha gathering.

Afghanistan’s southern border has long been a flashpoint in relations with its eastern neighbour.

Pakistan’s Balochistan province has been home to the Taliban’s top leadership for decades, along with a large contingent of reserve fighters who regularly enter Afghanistan to bolster their ranks.

Foreign troops have been in Afghanistan for nearly two decades following the U.S.-led invasion launched in the aftermath of the September 11 attacks.

They have appeared largely out of the picture in recent months, but fears are growing that Afghan forces will be overwhelmed without the vital air support they provide.

The speed and scale of the Taliban onslaught have caught many by surprise, with analysts saying it appears aimed at forcing the government to negotiate on the insurgents’ terms or suffer complete military defeat.

Russia’s Foreign Minister said on July 16 that the U.S. mission in Afghanistan had “failed”.

السلام علیکم و رحمة الله و برکاتهٌ

Let me before anything else thank the brotherly state of Qatar for hosting the Afghan Peace Negotiations. May god reward them for this good. It is a pleasure for me and my colleagues to meet the representatives of the Taliban movement.

Our hope is that by the grace of god, this meeting brings positive results for peace and stability and an end to the decades-long suffering of our people.

Afghans are living difficult days. The war is raging robustly and the main victims are our own people. I pray for the martyrs who have lost their lives. The destruction of this war and bloodshed is clear to us all that there is no need for details in this brief opportunity.

Before coming to Doha, we consulted with all political elders and the leadership of the Islamic Republic. The message was unanimously one: there is no military solution to this conflict and all energy and efforts must focus on reaching a political settlement to end the war and agree on a joint roadmap for the future.

I want to be blunt that the presence of this group of political leaders including members of our negotiating team here that represent all ethnic communities and social groups shows our solid commitment to unity, nation-wide meaningful participation in support of a just and sustainable peace.

Ladies and gentlemen, peace requires flexibility from both sides. We believe that the regional and international environments are conducive for peace in Afghanistan. While we appreciate and thank the support and efforts from all friendly countries, international organizations, especially the United Nations, Organization of Islamic Cooperation, the European Union, respected Islamic scholars around the world and parliaments of many countries, our people want the international support for the peace process to continue.

We all know that the Afghan people are victims of the senseless waves of violence. To those who suffer, the Afghans who lose their lives and livelihoods to this conflict, it does not make a difference whether it is the Republic that resorts to violence or the Taliban movement try to win militarily.

The belief in a military solution and emphasis on winning through brute force and violence, will not yield any result. Afghanistan still needs reconstruction and good relationships with the region and the world. The regional connectivity requires peace and stability in Afghanistan. Yesterday’s summit in Tashkent where all regional and international delegates emphasized the importance of stability in Afghanistan in regional development reinforces our message. There is an opportunity to bring stability and prosperity to Afghanistan and to the region. If we do not take advantage of it, we would be guilty before the God Almighty, our people, the world and in history.

The negotiating team of the Islamic Republic representing the Afghan people has the authority and credibility to engage on and negotiate all matters of substance, especially the steps needed in order to reach to a comprehensive agreement. We have come to reinstate our support to the team and emphasize on the need to take advantage of the opportunity in front of us.

It is a fact that our people with the international support have made considerable achievements in recent decades, especially in democratic practices and the universal enfranchisement to determine their leader and political destiny, in human and women’s rights and liberties, rights of minorities, freedom of expression, rights of victims of conflict and other areas. I know that the understanding and perception about these achievements might be different between us. But those views and opinions must be put to the people to judge. We must denounce forcing our views upon each other and the people through unpeaceful means.

The peace negotiations must take into account the demands and hopes of our people and must reach to a positive conclusion. If we ignore the views and demands of the people, god forbids, this war might prolong even further and the country would be ruined again.

No matter how big and complicated the problem is, it can be solved with consultation, honesty and taking national interests into account. Let’s support all those matters that are positive and avoid whatever we agree on to be detrimental to our national interests. With every day that the talks are delayed and prolonged, we are at fault in the people’s eyes

I hope our discussions in the coming two days would be helpful to the negotiations process so that important steps are taken. Let’s ignore the peripheral issues and talk about the core of the matter, the substance so that talks are expedited. The blood that is shed is the Afghan blood. We can neither compensate for it nor can we absolve ourselves of the responsibility.

In hope of a peaceful Afghanistan where all live together with equality and prosperity.
